Bharatiya Janata Party legislator Vikram Saini and 11 others were sentenced to two years imprisonment in a 2013 Muzaffarnagar riots case by a special MP/MLA court on Tuesday.
"I asked the police to let them go even if they don't have the papers," he said.
The MLA later told reporters that those who opposed his visit were under the influence of alcohol.
With normalcy returning to riot-hit areas of the district, curfew was relaxed for seven hours on Thursday.

"The court of Additional Sessions Judge/First MP-MLA Court Durgesh also imposed a fine of Rs 5 lakh on Mukhtar and Rs 1 lakh on Afzal," ADGC Criminal Neeraj Srivastava said.
Ahsan Ullah Khan, the additional district and session judge of the MP-MLA court in Sonbhadra, also imposed a fine of Rs 10 lakh on Gond which would be used in the rape survivor's rehabilitation.
Rampur Sadar and Khatauli in Uttar Pradesh, Padampur in Odisha, Sardarshahar in Rajasthan, Kurhani in Bihar and Bhanupratappur in Chhattisgarh are the assembly seats where the bypolls are being held.
The ruling BJP in UP, however, lost Khatauli to Samajwadi Party ally Rashtriya Lok Dal.
A win for SP could provide some consolation for Akhilesh Yadav after the defeat in the Uttar Pradesh assembly elections early this year and the loss of Azamgarh and Rampur Lok Sabha seats to the BJP in June bypolls.
